The NWLC uses a rigorous, democratic process to ensure the strongest, best-supported policies reach the national stage. Here's how it works.

Any Liberal woman identifies a policy gap or opportunity. Ground it in data, lived experience, or both.

Research & Write
Draft a formal resolution with "Whereas" clauses (evidence) and "Be It Resolved" (action). The Policy Committee supports you.

Round 1 Democratic Vote
NWLC members across Canada vote on all submitted resolutions. Top resolutions advance to Round 2.

Round 2 Priority Vote
Members vote to prioritize the most critical resolutions. Top priorities are submitted to the Liberal Party of Canada for the National Convention.

National Convention Plenary
Resolutions are debated and voted on by all Liberal delegates at the national convention. Passing here means it becomes Liberal Party policy.

The resolution demonstrated strong support within the NWLC — advancing through two rounds of democratic voting — before reaching the convention floor, where it did not pass plenary. The NWLC Policy Committee remains committed to continuing this conversation in the next policy cycle.
